Minutes of the eighteenth meeting of the Shoreham Parish Plan Group, held at Darenth Lodge Shoreham on Thursday 11th March 2004

The agenda was circulated, together with a copy of the up to date accounts.
Minutes of the last meeting. The minutes were read, agreed and signed.
Matters arising from the previous minutes.
In accordance with the course of action agreed at the previous meeting the questionnaires were distributed, and the list of other items for action were implemented. Unfortunately a scheduled interview on the local radio coincided with the resignation of the BBC's Chairman and Chief executive, and it was not broadcast
Treasurers report
Nick Walker informed the committee that the current accounts show a balance of cash in hand of £1249:00.
Nick confirmed that this balance includes receipt of £1,000 (from SPC representing the withheld element of 1st instalment of CA grant), and £250(representin3rd and final instalment of the SPC grant) it also includes payment of £1150 printing bill to SDC, The balance in hand of £3749:00 should be sufficient to complete the analysis and publication of the report.
Nick also requested members of the committee to complete time sheets as appropriate, and to forward them to him.
Report on distribution and collection of the Questionnaire.
The Chairman reported that the distribution and collection of the questionnaires had gone reasonably well; the sudden closure of the Post Office at Badgers Mount, a collection point for questionnaires, after two robberies, hindered collection in that area, and threw some unexpected work on the collectors.
Well Hill Residents Association distributed their own questionnaire a little earlier than the SPPG. This caused some confusion.
The cut off date for submission of completed questionnaires was given as 10th March, although some were expected to trickle in after that date.
Some 784 questionnaires were distributed and 490 returned by today 13th March About 62.5% of those distributed.
The secretary tabled a schedule showing a breakdown of returns from various parts of the Parish. This was updated to include the latest information.
It was agreed
that the draw for the prize offered in the questionnaire, should be made by the Chairman of the Parish Council, if he is agreeable, at the next Parish Assembly early in May.
Arrangements for the analysis of returned questionnaires.
It was agreed
unanimously that the quotation of approximately £1500 from the University of Surrey for the analysis of the questionnaires and report should be accepted. This quotation was based on the analysis of 500 questionnaires, broken down into analysis of numerical data £1:25 and analysis of open ended questions £1:75 per questionnaire.
The committee asked the Chairman to ensure that that the SPPG would retain full rights over the use of any report issued by the University of Surrey
It was agreed
that the analysis could wait until after the Universities Easter break to avoid any rush which might affect the results. Obviously we require the results as soon as they can be produced, with a target date before our next scheduled meeting on the 6th May.
It was agreed,
following a proposal from Nigel, that an interim report be prepared once the analysis was complete, and this could be circulated to interested parties.
Arrangements for the preparation of an action plan.
It was agreed that no real progress could be made on this point until we saw the form of the report prepared by the university.

Trevor Simmons proposed that Badgers Mount would look to introduce new and hopefully younger blood into their group so that the implementation of any action plan arising from the report could be pushed forward over the longer term with the Parish, District and County authorities
This should also apply to the other areas within the Parish. Any ideas or contacts group members may have to achieve this would be welcome.
Date and time of next meeting
Because of a conflict of dates with the Badgers Mount Residents Association meeting, we have had to rearrange the date of the next meeting from that agreed (Surrey hope to have the analysis available for consideration by the 6th May)
